Even as Ahmedabad City Police Commissioner G S Malik informed the Gujarat High Court on Friday that it is providing personnel to assist Ahmedabad Municipal Corporation’s (AMC) cattle nuisance control department (CNCD) in its activities, licensed cattle owners pleaded before the court that they should not be treated “like Gaza” and be “thrown out of the city”.
Senior advocate Gautam Joshi, representing licensed cattle owners having their own premises for cattle grazing, complained that they are being harassed by AMC officials, who come with private bouncers in tow.
As Joshi sought that cattle owners be heard by the bench of Justice A J Shastri and Hemant Prachchhak, the HC indicated that it will only hear them after the Diwali vacations. Joshi then told the bench, “Don’t treat us like Gaza that they (cattle owners) have to be thrown out of the city, we are also citizens… we are treated like enemies.”
Meanwhile, Malek, in an affidavit filed before the HC, said that CNCD has been provided with 56 policemen on deputation, including three inspectors, and one company of State Reserve Police. He added that the city police has sent 84 personnel, including seven sub-inspectors, to the CNCD for encroachment removal and cattle-control work.
He further said that while AMC has deputed 110 bouncers (private security personnel) exclusively for CNCD, the civic body has also engaged more than 2,000 security personnel to deal with cattle menace.

The HC, in an order on Friday, recorded that while sincere efforts are now being made by the authorities to control cattle nuisance, and address road, parking and traffic issues, a “lot of work is still to be undertaken… and we found that directions issued from time to time… so far yet to be implemented in true spirit”.
Making a note of a “few miscreants” who take the “law in their hands” by attacking civic officials whenever they try to implement directions and create an “atmosphere of terror”, the HC directed the police commissioner to ensure adequate protection for such officials.
Further, Justice Shastri orally remarked, “Unfortunately, public money is being spent on such kind of miscreants and authority is unable to control them. Whatever (is) permissible in law, take stringent action to curb these elements…”
The HC will hear the matter next on December 1.
