Concentrate on quality tender than focusing on costs, says CM Patel | Gandhinagar News

Finance Minister Kanu Desai said on Wednesday that following the Palanpur bridge mishap that left two persons dead on October 23, the Gujarat government has decided to frame a policy to lay more emphasis on quality than on cost while allotting tender for such works.

Two persons were crushed to death when six girders of an under construction bridge toppled in Palanpur.

Speaking to mediapersons about decisions taken in the weekly Cabinet meeting, Desai said, “The Palanpur case was discussed (in the Cabinet meeting). The chief minister said one main thing that we should concentrate more on getting a quality tender rather than focusing on costs.”

“Instead of allotting a tender that is of 20-25 per cent less (cost-wise)… (it should be seen) how could its quality be maintained. For such a tender allottment, whatever process is required will be (followed),” he added.

In reply to queries from mediapersons, Desai said that a new system will be formed while considering such accidents (like the Palanpur one) and the issues that emerge subsequently. He also indicated that rules will be framed to ensure that quality gets priority over cost.

In reply to another question, Desai said, “We have changed the SoR (Schedule of Rates) of steel and cement. From now, our entire system will become completely transparent. The entire government and the chief minister are so concerned that he (the CM) has stated that the quality must be maintained at every panchayat level and if it is not done, then whoever it is, will not be spared. And we will do it 100 per cent.”

“When such incidents happen, enthusiasm of even those contractors who do good work is shattered. So, for that we will form a policy and make sure that good work is done,” he added.

Desai further said that the CM has said that no influential person or a person offering cheap rates will be encouraged. He said that neither the state government nor the BJP had anything to do with the allotment of contract to GPC Infrastructure, which got the contract to build the Palanpur bridge.
