Preparing for ground invasion… three circles of failure: IDF
Syllabus:
Preliminary Examination: Current events of national and international importance.
Mains Examination:
• General Studies II: Important International institutions, agencies and fora- their structure, mandate.
• General Studies II: Effect of policies and politics of developed and developing countries on India’s interests
Key Points to Ponder:
• What’s the ongoing story- The Israel Defence Forces (IDF) is preparing for a ground invasion which will aim to destroy Hamas as a “terrorist entity” and ensure that Gaza isn’t used as a “staging ground” for attacks, the Israeli military’s international spokesperson, Lt Col (reservist) Peter Lerner, told The Indian Express Monday. The invasion, he said, is contingent on IDF’s “operational superiority” and the government’s decision to go ahead.
• It’s been more than two weeks since the October 7 attacks, the Israeli air forces have conducted air strikes in Gaza. What’s the objective?
• There have been concerns on civilians being killed in Gaza. How do you respond to those concerns?
• There are reports that IDF’s preparing for the ground offensive-Why?
• There has been criticism of the IDF response on October 7, the intelligence failure…if you could give a sense of what happened and how is IDF going to fix that?
• Why western nations are supporting Israel?
• What is Israel fighting against?
• What is difference between Israel and Hamas?
• Hamas is widely recognised as a terrorist organisation, while Israel is characterised by a democratic form of governance. In light of the prevailing circumstances, provide a rationale for Israel’s military offensive against the Gaza Strip?
• What actions is the United Nations undertaking in relation to this conflict?
• Examine the function of the United Nations in the context of Israeli attacks on Palestinian territory that is Gaza strip?
• Do you think that Benjamin Netanyahu’s government is itself committing mass atrocities in Gaza?
• Western policy should be to put maximum pressure on Israel to stop or to continue?
• Analyse humanitarian catastrophe in Gaza.
• For Your Information-The Gaza Strip is 365 square kilometers (141 square miles) in size and home to around 2.2 million people, 1.7 million of whom are refugees, according to the UN Relief and Works Agency for Palestine Refugees in the Near East. The UNRWA provides services in eight refugee camps across Gaza.
“The Gaza Strip is one of the most densely populated areas in the world at 5,900 residents per square kilometre,” according to the UN Office for the Coordination of Humanitarian Affairs (OCHA). Some 41% of the population in Gaza are under the age of 15.
Over 1.4 million Gazans have been internally displaced since Hamas’ attacks on Israel earlier this month, the UN’s humanitarian coordination office said Friday. Hamas is considered a terrorist organization by Israel, the EU, US and several other nations.
According to Hamas officials, more than 4,000 Palestinians have been killed since the start of the conflict.
The Gaza Strip has 13 hospitals, which are “only partially operational due to supply shortages and fuel rationing,” according to OCHA.
A press release by Fabrizio Carboni, regional director for the Near and Middle East for the International Committee of the Red Cross (ICRC), warns that, “Gaza loses power, hospitals lose power, putting newborns in incubators and elderly patients on oxygen at risk. Kidney dialysis stops, and X-rays can’t be taken. Without electricity, hospitals risk turning into morgues.”
The Gaza Strip has one power plant, generating about 70 megawatts of electricity per day. This covers a small fraction of the territory’s total energy needs of at least 400 megawatts, according to data collated by the OCHA. In addition, some 120 megawatts of power are ordinarily imported from Israel. On average, Gazans have received an average of 13 hours electricity per day this year.
Following Hamas’ assault, Israel stopped supplying electricity to the Gaza Strip. With Gaza’s only power plant now out of fuel and offline, the territory is without electricity, meaning residents and institutions alike are dependent on power generators.
Gaza’s unemployment rate stands at over 45%, according to OCHA data. Some 60% of people aged 15-29 are without work.
Data gathered by the UN body shows that in 2021, over 80% of Gazans employed in the private sector earned less than the minimum wage of $442 (€419) per month.
UNICEF spokesman Stephane Dujarric has said that nearly 80% of Gazans rely on humanitarian assistance.
Israel imposed a land, sea and air blockade of the Gaza Strip in 2007, after Hamas took control of the territory. Since then, people’s movements into and out of the area through Israeli checkpoints and the sole crossing into Egypt at Rafah have been severely restricted, says the UNRWA.
Following Hamas’ October 7 terror assault, Israel imposed a “total blockade,” shuttering all checkpoints and halting the delivery of food, aid, and fuel into the Gaza Strip.
This means the Rafah crossing to Egypt — the only checkpoint not controlled by Israel — is the sole route for food, aid and other items into Gaza. In the past, the Rafah crossing has been shut for extended periods and only open on an irregular basis.

What are dust suppressants & have they worked in the past?
Syllabus:
Preliminary Examination: General issues on Environmental ecology, Bio-diversity and Climate Change
Mains Examination: General Studies III: Conservation, environmental pollution and degradation, environmental impact assessment.
Key Points to Ponder:
• What’s the ongoing story- Dust suppressants will be used in Delhi to mitigate pollution from dust. This, however, is not the first time it has been used in the Capital and parts of NCR. Dust suppressants may be salts of calcium or magnesium that can absorb moisture. Environment Minister Gopal Rai said the “dust suppressant powder” would be mixed along with water and sprayed on roads to keep the dust down for longer.
In 2019, the Central Pollution Control Board (CPCB) told the NCR states that they may consider using dust suppressants on excavated earth surfaces, piles of construction and demolition waste, and access roads in construction areas.
• What are the Dust suppressants?
• Do You Know-An advisory issued by the Delhi PWD in 2019 also noted that the “use of dust suppressants in water can be more effective than plain water sprinkling as it shows more efficiency to reduce particulate matter emission”. The advisory, which mentioned “magnesium chloride hexahydrate flakes,” added that the dust suppressant with bio-additives helps to reduce dust for five to six hours as compared to plain water which lasts for 15 to 30 minutes. Magnesium chloride absorbs moisture.
In 2019, the Delhi Pollution Control Committee had also issued directions that all construction agencies will use dust suppressants to control dust emissions and road-owning agencies will use it on dusty patches.

Consumer body issues notices to IAS coaching centres for ‘misleading’ ads
Syllabus:
Preliminary Examination: Indian Polity and Governance-Constitution, Political System, Panchayati Raj, Public Policy, Rights Issues, etc.
Mains Examination: General Studies II: Important aspects of governance, transparency and accountability, e-governance applications, models, successes, limitations, and potential; citizens charters, transparency & accountability and institutional and other measures.
Key Points to Ponder:
• What’s the ongoing story-The Central Consumer Protection Authority (CCPA), the country’s top consumer watchdog, has sent notices to 20 IAS coaching institutes across the country for issuing “misleading” advertisements, a top official said on Monday.
• What is Central Consumer Protection Authority?
• For Your Information-The authority is being constituted under Section 10(1) of The Consumer Protection Act, 2019. The Act replaced The Consumer Protection Act, 1986, and seeks to widen its scope in addressing consumer concerns. The new Act recognises offences such as providing false information regarding the quality or quantity of a good or service, and misleading advertisements. It also specifies action to be taken if goods and services are found “dangerous, hazardous or unsafe”.
The CCPA, introduced in the new Act, aims to protect the rights of the consumer by cracking down on unfair trade practices, and false and misleading advertisements that are detrimental to the interests of the public and consumers.
The CCPA will have the powers to inquire or investigate into matters relating to violations of consumer rights or unfair trade practices suo motu, or on a complaint received, or on a direction from the central government.
• What do you understand by “misleading advertisement”?
• Do You Know-The Section 2(28) of the Consumer Protection Act, 2019 defines “misleading advertisement” in relation to any product or service which— (i) falsely describes such product or service; or (ii) gives a false guarantee to, or is likely to mislead the consumers as to the nature, substance, quantity or quality of such product or service; or (iii) conveys an implied representation which, if made by the manufacturer or seller or service provider thereof, would constitute an unfair trade practice; or (iv) deliberately conceals important information.
Briefing reporters, CCPA Chief Commissioner Nidhi Khare said IAS coaching institutes lure civil services aspirants by resorting to “misleading and exaggerated” claims. Taking cognizance of such advertisements, the CCPA has issued notices against them for violation of provisions of Section 2(28) of the Consumer Protection Act, 2019, Khare said. Citing examples of misleading claims made by one of the coaching institutes, Khare said the institute claimed credit for 682 of 933 selected candidates in the UPSC examination in 2022. However, when the CCPA sent notice to the coaching institute, it clarified that of the 682 candidates, 673 took mock interviews at its institute and 9 aspirants enrolled in courses like test series and general studies, the official said, adding that the coaching institute did not specify that the majority of successful candidates availed only mock interviews and tests.
The senior official said the current market revenue of the coaching industry in the country is Rs 58,088 crore. Approximately, over 2 lakh students move to Kota annually, she said.
• How Central Consumer Protection Authority deals with false or misleading advertisements?
• Do You Know-Section 21 of the new Act defines the powers given to the CCPA to crack down on false or misleading advertisements. According to these provisions, if the CCPA is satisfied after investigation that any advertisement is false or misleading and is harmful to the interest of any consumer, or is in contravention of consumer rights, the CCPA may issue directions to the trader, manufacturer, endorser, advertiser, or publisher to discontinue such an advertisement, or modify it in a manner specified by the authority, within a given time. The authority may also impose a penalty up to Rs 10 lakh, with imprisonment up to two years, on the manufacturer or endorser of false and misleading advertisements. The penalty may go up to Rs 50 lakh, with imprisonment up to five years, for every subsequent offence committed by the same manufacturer or endorser.
CCPA may ban the endorser of a false or misleading advertisement from making endorsement of any products or services in the future, for a period that may extend to one year. The ban may extend up to three years in every subsequent violation of the Act.

Preliminary Examination: Current events of national and international importance.
Mains Examination: General Studies II: Bilateral, regional and global groupings and agreements involving India and/or affecting India’s interests.
Key Points to Ponder:
• What’s the ongoing story- Prabhash Ranjan Writes: The bilateral relations between India and Canada, already reeling from allegations about the former’s involvement in the killing of a Khalistani extremist Hardeep Singh Nijjar on Canadian soil, have nosedived further. Canada’s latest accusation is that India has unilaterally revoked the diplomatic immunity of Canadian diplomats based in India, thus violating international law.
• What is Vienna Convention on Diplomatic Relations?
• ‘India is in violation of the Vienna Convention on Diplomatic Relations (VCDR), according to Canada’-Comment
• For Your Information-Vienna Convention on Diplomatic Relations (VCDR) — an international treaty that provides the framework for the conduct of diplomatic relations between independent countries. VCDR strives to balance the interests and imperatives of receiving states (the host country where a diplomatic mission is based) and sending states (the country that sends the diplomatic mission to another country).
Canada’s charge is very serious, but not borne out by the facts. India did not revoke the immunity of Canadian diplomats. It asked Canada to cut down the size of its mission by taking back several diplomats based on the principle of parity. India’s demand was communicated to Canada through regular diplomatic channels, and Ottawa was given adequate time to perform this task. At the most, it can be argued that had these diplomats continued to stay in India, they would have lost their diplomatic immunities. But this would be a logical outcome of the sending state (Canada) not taking back these diplomats despite the receiving state’s (India) demand. This is different from Canada’s charge that India has revoked diplomatic immunities. India didn’t declare any of these diplomats persona non grata (unacceptable person). However, as the receiving state, India has the right to do so under Article 9 of VCDR without explaining its decision to the sending state (Canada).
• Does India has the right to ask Canada, or any country, to cut down the size of its mission operating on Indian soil?
• How did India’s relationship with Canada fare historically?
• India-Canada bilateral relations-know in detail
• How have India-Canada relations deteriorated in recent months?
• Why recent allegations by Canada are troubling and unprecedented?
• For Your Information-Canada-India relations have see-sawed over the last 50 years. During the Cold War, bonhomie developed between Ottawa and New Delhi due to their shared commonwealth status and convergent views on the importance of the United Nations, multilateralism, and advancing global development. Differences over Cold War crises in Korea, Hungary, and Vietnam strained the relationship. India’s nuclear programme tested ties further. In the 1980s, Ottawa’s interest in India was rekindled by rising Indian immigration. With limited prospects for trade or security relations, there was no basis for meaningful diplomatic engagement. Since then, however, much work has gone into reviving the relationship from its nadir in 1998, following Ottawa’s repudiation of India’s nuclear power status. Investment and trade form the heart of the relationship now, with considerable scope for growth. These issues and the bilateral relationship are held hostage by specific diaspora elements that harbour a deep hatred toward India, abhor its territorial unity and strive to Balkanise it.
• “Anti-India activities” and “politically-condoned hate crimes” are some of the harsh terms that India has used to describe situation in Canada—What has caused India to take such a decisive step?
• By calling it “politically-condoned hate crimes and criminal violence”, Delhi is targeting the Trudeau government-Why?
• Canada hosts one of the largest Indian diasporas in the world-Can you tell little more on this?
• For Your Information- Canada hosts one of the largest Indian diasporas in the world, numbering 16 lakh people of Indian origin, accounting for more than 3 percent of the total Canadian population and 700,000 NRIs. India became the top source of foreign students studying in Canada — 2.3 lakh, according to 2022 data. India’s total trade with Canada (goods and services) in 2021-22 was US $11.68 billion, much below potential, but when it comes to India’s import of pulses, almost 30% of the total import comes from Canada.
Canadian pension funds have cumulatively invested around US $55 billion in India. Cumulative FDI from Canada since 2000 is about US$4.07 billion.
All these have continued despite speed bumps like the recent pause in trade talks — and despite challenges over the Khalistan issue.
As per the 2021 Canadian census, Sikhs account for 2.1 per cent of Canada’s population, and are the country’s fastest growing religious group. After India, Canada is home to the largest population of Sikhs in the world. Today, Sikhs lawmakers and officials serve at all levels of Canada’s government, and their burgeoning population is one of the most important political constituencies in the country. In 2017, Jagmeet Singh, 39, became the first Sikh leader of a major Canadian political party when he took the reins of the left-leaning New Democratic Party (NDP).

Key Points to Ponder:
• What’s the ongoing story- Nagaland got its first medical college earlier this month — the Nagaland Institute of Medical Sciences and Research (NIMSR) at Phriebagei in Kohima will have 100 MBBS seats for the coming academic session next year.
The government has been emphasising on an equal distribution of medical colleges across the country, and a new regulation issued by the medical education regulator National Medical Commission (NMC) in August put a hold on new medical colleges and expansion of existing colleges in states with more than 100 medical education seats per million population.

Ramleela in Trinidad: How indentured labourers carried their culture abroad
Syllabus:
Preliminary Examination: History of India
Mains Examination:
• General Studies I: Indian culture will cover the salient aspects of Art Forms, literature and Architecture from ancient to modern times.
• General Studies I: Modern Indian history from about the middle of the eighteenth century until the present significant events, personalities, issues.
• General Studies II: Indian diaspora
Key Points to Ponder:
• What’s the ongoing story-As far as traditions of folk theatre go, Ramleela is one of India’s most famous, performed across north India during the autumnal Navratri celebrations.
Variations aside, it basically is a dramatic re-enactment of Tulsidas’s Ramcharitmanas, telling the story of Lord Ram. Major incidents in the epic are covered in an episodic way, with an interplay between dialogue and musical verses. Performances last days, and culminate on Dussehra with the burning of the effigy of Ravan, representing the victory of good over evil.
In this broad form, Ramleela has travelled to distant corners of the world with the Indian diaspora. Here we look at one such instance — that of Trinidad, an island in the Caribbean with a significant Indian population.
• How did Ramleela reach Trinidad?
• So, what exactly was Indian indentured labour?
• Do You Know-In early 19th century Britain, calls to abolish slavery intensified. Slave trade was banned in 1807, and finally abolished in 1834 in the British Empire. This, however, created a massive problem in many British colonies whose economy depended on slave labour. The island of Trinidad, where sugar formed the backbone of the economy, was one such colony.
In 1838, the enactment of the emancipation legislation in Trinidad was followed by a large-scale emigration of emancipated slaves from the sugar estates. Plantation owners, desperate to keep their economy afloat, turned to indentured labour from India. On May 30, 1845 the very first boatload of indentured Indians came to Trinidad.
While seen as more human than slavery, indentured servitude was nonetheless brutal for labourers. ‘Agents’ back in India would lure unsuspecting Indians to it with the promise of riches and opportunity. A part of their wages would be withheld till the end of the contract. This way, labourers would effectively be under bondage while working in back breaking conditions on the plantations.
“Use of indentured labour from colonies like India … unfolds a story of uneven power relations, between labour in the colonies and capital in the ruling country under State patronage,” economist Sunanda Sen wrote in ‘Indentured Labour from Indian in the Age of Empire’ (2016).
Today, Indians — mostly descendents of these labourers who continued to enter Trinidad as late as 1917 — form the largest ethnic group in Trinidad, at around 35 per cent of the total population. Most came from the present day eastern Uttar Pradesh and Bihar.
• ‘When travelling to these distant lands, indentured individuals were unable to carry many material possessions. What they did bring, though, was their culture’-Discuss

Circle to Search: Share part of your screen!

According to recent reports, Circle to Search, a feature introduced with the Samsung Galaxy S24 series in January 2024, might soon undergo an upgrade. Initially allowing users to copy text from selected areas, it’s now rumored to include the capability to capture and share screenshots of specific screen sections.
This enhanced functionality, observed in the latest version of Circle to Search, enables users to not only copy text but also capture and share screen images. A video shared by a tipster on X showcased this update, revealing new options of Copy and Share upon selecting an area. Even adjustments to the selected region don’t remove these options, ensuring a seamless experience. Users can either copy the image to the clipboard for further editing or share it directly through various apps.
Previously, the visual lookup feature solely facilitated text copying. While Android devices offer a three-finger swipe-down gesture for quick screenshots, it captures the entire screen, necessitating subsequent cropping. This new functionality streamlines the process, allowing users to select and share specific screen sections in just two steps.
Interestingly, Google recently addressed concerns about accidental activations of Circle to Search in a podcast featuring its developers. They acknowledged the issue and assured users of an impending fix. This indicates ongoing efforts to refine the feature for a smoother user experience.

Namma Yatri launches cab service in Bengaluru

In its largest market, Bengaluru, ride-hailing company Namma Yatri has expanded its services to include cab-hailing, marking a significant shift from its previous focus on auto rickshaws. Namma Yatri, known for pioneering a daily subscription model as opposed to the commission-based model utilized by competitors like Ola and Uber, had initially concentrated on auto rickshaws in Bengaluru. However, it now features a distinct section on its app dedicated to booking cabs in the city. Additionally, Namma Yatri already provides cab rides in Kochi and Kolkata.
The decision to venture into cab services follows Namma Yatri’s separation from its former parent company, Justpay, and comes on the heels of a reported expansion plan announced on April 1st. The move also aligns with the broader trend observed in the industry, as both Ola and Uber have recently introduced subscription-based plans for auto-rickshaw drivers on their platforms. This strategic shift towards subscription-based models, akin to Namma Yatri’s approach, as well as that of Rapido, highlights a growing preference within the industry for alternative pricing structures beyond traditional booking fees or commissions.
